I had the honor of delivering the keynote speech during the Stakeholders Consultation on Prison and Custodial Health held yesterday in Guwahati. This event, organized by the United Nations Office on Drugs and Crime (UNODC), aimed to unite various stakeholders, including prison officials, legal aid representatives, police, and civil society members, to identify significant gaps and opportunities within custodial environments.
Advocating for Professional Support in Prisons
Reflecting on my time as DGP of Assam, I emphasized the necessity for the official inclusion of trained social workers to oversee a supportive framework in prisons, which are currently facing overcrowding and issues such as drug addiction and prolonged detention without trial.
Challenges in State Shelter and Children Homes
The same issues are prevalent in State Shelter Homes and Children Homes, where untrained civil service officers are tasked with responsibilities that require specialized skills.
Addressing Health Concerns in Institutions
Numerous physical and mental health challenges exist within these institutions.
Motivating Officers and Support Staff
It is essential to inspire officers and support staff not just through the often-repeated ideals of justice and human rights, but also by demonstrating how a compassionate approach, including counseling and mental health support, can aid in crime prevention and alleviate stress during their duties.
